David Edmunds, Jr.

David Edmunds, Jr. came to the Authority with a broad legal and managerial background. He previously served as Special Counsel at the Buffalo law firm of Phillips Lytle, L.L.P., where his practice was focused in the areas of civil litigation defense, including matters involving personal injury, premises liability, and professional liability, ethics and professional responsibility.

He also served as the Chief Counsel to the Attorney Grievance Committees for the New York State Supreme Court, Appellate Division, Fourth Judicial Department in Rochester, New York. Attorney Grievance Committees are authorized to investigate, review, and prosecute complaints of attorney professional misconduct within the Fourth Judicial Department.

David Edmunds was previously a Partner at the Buffalo law firm of Damon and Morey LLP, now known as Barclay Damon LLP where his practice concentrated in the defense of complex personal injury, professional liability, municipal liability and medical malpractice actions.

He was the Deputy Assistant Attorney General-in-Charge of the Buffalo Regional Office for the New York State Department of Law where he managed the Claims and Litigation Bureau and supervised the professional staff’s investigation and defense of medical malpractice, personal injury and eminent domain lawsuits brought against agencies of the State of New York. 

David Edmunds began his legal career as a Reginald Heber Smith Community Law Fellow at Neighborhood Legal Services in Buffalo, New York where he represented low-income clients in all legal services areas including landlord/tenant, public benefits, domestic relations and consumer matters.

His commitment to the legal profession has allowed him to serve in various leadership positions including Vice-President and Executive Board member of the New York State Bar Association and as President of the Bar Association of Erie County, the Minority Bar Association of Western New York and the Minority Bar Association Foundation.
